I am sorry, but input command works only outside layout. In your thconfig, it is between "layout" - "endlayout" pair.
Perhaps the error message could be improved - "unknown option" doesn't really help the user, whereas "the input command can't be used inside layout ... endlayout" would tell them exactly why it wasn't working!
