By publishing it, Olly (or I) can add it to the Debian version so it's out there for those users very soon. For other users, they have to wait until there is a new upstream release including it.
If you have GNU gettext install, then I think you just need to run the "msgfmt" program to generate a .mo file and then copy it to the appropriate place (in this case, es/loch.mo alongside bg/loch.mo, etc). I've attached a one-off conversion.
