It seems not, I have just experimented with some xvi files, both very small
and large, pockettopo generated and therion generated.
I think that the survey-level might only have been intended to be used with
'debug station-names', and so was perhaps never intended for xvi files.

My experiments lead me to believe that for xvi outputs, the default is
always;

survey-level all

For pdf outputs, the default is as in the Therion Book, 

Survey-level 0

As a workaround you could perhaps achieve a similar effect by limiting the
scope of your source files or selected surveys.
