I think the only real way is to use a "translation program"  
translators use to translate texts they are changed but only  
partially and they use identical phrases - for example user guides.

One product I know it is widely used is trados: http://www.trados.com/ 
en/

The main part of work is to define the "knowledge base" for  
particular project.
