How do you on the header background?
(it seems to be naturally transparent so when I shifted it over the dummy map, the map "bled through")

However when I create the pdf I get the dummy map included on the pdf as well as the legend
You could try the previous suggestions, or as another hack you could position your header/legend over top of your dummy map and turn on the header background to hide the dummy map.
