[Therion] Mapiah version 0.2.16 released

Hi,

In this weekly Mapiah release we have:

- New features:

- Using MPOverlayWindowBlockWidget at MPSnapTargetsWidget to improve reading.
- Snap to XVI file features.
- Snap spatial index.
- Improved snap icon.
- Add/remove lines from areas.
- Fixed bugs:

- Lines added to areas not getting IDs associated to them.
- Mapiah throws if line referred by area does not exist.
- Infrastructure maintenance:

- dart fix --apply
- flutter pub upgrade.

Release 0.2.16 is available at https://github.com/rsevero/mapiah/releases/tag/v0.2.16 for desktops and at https://mapiah.org/webapp/ for web.
