[Therion] Building Therion on Centos 8 (stream)

With some difficulty I've managed to find and install libsqlite-tcl. This
package was apparently dropped when CentOs went from version 7 to 8, but it
is still built for CloudLinux which happens to be based on CentOs 8, saving
me from having to find the source and building it myself. Nevertheless make
is still failing on the same test as before:

I went to through the dependencies listed in the Appendix of the book just
