I think this is already implemented as described here (near the bottom of the section)

but not for surveys.

 

However you can create a map that contains only one or two centreline surveys, and then colour that.  That may not work however, as it is only the map-fg that is coloured, I imagine.

 

However when I was testing I could not get the syntax;

 select map1 -color [100 0 0]

to work, but you should still be able to use a lookup to achieve the effect.

what about a scrap option "-color" that overrides the layout foreground color ?

 

survey too could have a color option.
