[Therion] Topparser declination and projected elevations

Sorry need to correct that last email, declination is taken account of
in the plan, I was part way through implementing it, just did not get to
the Projected part, so as it is mostly done, it should not take long to
finish.

I seem to remember that the declination was easy to deal with for plan,
because it is calculated per leg. But the viewing angle probably should
not be taken from the top file but another setting in the topParser
front end. So I need to add a field.
