[Therion] map offset, why not scrap offset allowed

The Therion book 5.3.11 says, for map syntax, pg 31;
if you refer to map, you can specify offset at which this sub-map will be
displayed
together with preview type of its original position. Syntax is following:
<map reference> [<offset X> <offset Y> <units>] <above/below/none>
If I specify a scrap to be offset instead of a map, no error is generated,
but the scrap is not offset.
Is it likely that one day soon we might be able to offset scraps, or is
there a good reason why this should not be possible or desirable?
If not, then perhaps a warning message should be generated to say that the
scrap could not be generated.
