[Therion] A totally unreasonable request

As long I know, "tiled" images can partially loaded into the memory.
This is their main advantage and the reason why them are so popular as map
image formats.
Nothing to do with compression.

Using "tiled" images even a small PDA with poor memory amount can manage
very huge maps (E.G. 2 GB compressed!!).
Look at OziExplorer CE SW and ECW or OZXF file formats features.
