I think you have to geo-reference the image yourself within QGIS, so
that the map projection matches the coordinate system you use. You might
also want to use gdalwrap for this. Then you can simply import the image
as overlay with
surface
bitmap ../karte/luftbild.jpg [0 0 705780 209980 1000 1000 706180 210380 m]
endsurface
