[Therion] Therion Freezes part way through Loch file Generation

Therion will also freeze if there are any empty scraps referenced (even if
there are plenty of scraps with stations in them, in the same th2 file).

Would be a nice thing to put on the 'to do' list - add a test and warning
for empty scraps.
