[Therion] Geodetic coordinate system support in therion

In the last developement snapshot, there is integrated PROJ4 library that
enables therion to work with geodetic coordinate systems (currently UTM and
Lat/Long and czechoslovak JTSK :). 

Usage is simple:

cs long-lat
fix 0 19:10 40:30 1500

will fix point 0 at E19deg10min N40deg30min 1500 m a.s.l. The output in this
case will be in UTM zone 34 grid (zone automatically calculated).

If you would like add and use your national coordinate systems, please ask for
it.

If you do not like it, nothing happens and ad-hoc local coordinate system will
be used by default as before.

P.S. If you will ask for your CS, it would be great if you could send us
parametrization string of your coordinate system in PROJ4 library format (see
http://proj.maptools.org).
