Have you Tom compiled?

Quoted from the Therion Book:

Installing Tom:
- cd therion/thtom/linux
- make
- copy Tom0.2 directory (which should contain pkgIndex.tcl and one of
libtom.so or libtom.dll) to the lib subdirectory of your Tcl/Tk
distribution.
