rotating images

Tcl/Tk is not able to handle smooth image rotations - so the only way 
how to handle it is to use some external program for this. Convert from 
image magick is a solution, but it is not quite common.

Or do you know some other program, that is able to rotate images 
smoothly and it is working on Win32 also?
