Well, the symbol sizes can be redefined via metapost code directly in the layout. The problem is, I have only a feeling, how this works and Martin (he is doing this stuff) is on holidays this week :(

This should be the correct solution, but ...
+ there is a bug in water-flow symbol - it have to be fixed.
+ setting font sizes is possible also without font-setup - but again, I have no idea at the moment how to do it.
But both things are possible to change from layout. I will have a look at it later today and I will let you know, how to solve this problem.
