It can be a bit tricky, but I can usually
get area and point symbols to plot under/over area water without one completely
obscuring the other, but sometimes it just does not work.
Not sure if the transparency/opacity
settings on scraps affect it.
If you have a custom sump/water definition,
I imagine it is possible to code it so that it would always be opaque to any
entities drawn below it.
As you mentioned the order of entities in
the th2 file can affect it, as can –place top, -place bottom.
A small rambling here…
…that suggests other ideas.

Hello Graham,
I was able to get a boulder in a sump to draw by specifying "-clip
off" in the options of the boulder.
Best regards,
Jonny
How do I get to show boulders or debris on the floor of a sump? Whether
I put the debris area before or after the sump area, the rocks remain hidden by
the water. In the end I hand drew some big boulders, after the water, which now
are visible but also appear not to be wet.
